古晋Timberland Medical Centre附近现有休闲公园，计划辟出约5000平方米空间，建造约10尺深的干式滞洪池，让暴雨多余雨水先有地方暂存。

DayakDaily于10月22日报道，这座池属于总值1亿零20万令吉的Sungai Maong Kiri防洪工程。工程已进入工地动员阶段，目标2029年3月14日竣工，施工期为30个月；目前不是已经启用的防洪设施。

所谓干式滞洪池，并非长期蓄水的湖。平日大部分时间保持干燥，下大雨时才暂时收纳过量雨水，待条件许可再排出，减少雨水直接涌向住宅的压力。

整个项目也包括沟渠提升、河道改善及护岸工程。医药中心附近将建有盖钢筋混凝土沟，把水引向河道。报道所述工程走廊由Jalan Stampin Tengah一带，经Hui Sing、Timberland、Iris Garden及The Podium，朝Sungai Maong与Stapok方向延伸。

这一带已有房屋和多种地下设施，旧水管也可能受施工震动影响，因此工地动员与防洪效果落实之间，仍有一段施工过程。

池区干燥时如何兼作休闲用途，拟在完工后再与社区商量。绿化、跑步道属于提出的方向，不是目前已建成开放的设施。

A recreational park near Timberland Medical Centre is earmarked for a dry detention pond, giving stormwater somewhere to collect before it reaches nearby homes.

The planned pond would cover about 5,000 square metres and be about 10 feet deep. It forms part of the RM100.2 million Sungai Maong Kiri Flood Mitigation Project, now at site mobilisation stage, DayakDaily reported on Oct 22.

Unlike a permanent lake, a dry pond is intended to stay dry for much of the time. During heavy rain it temporarily holds excess runoff, then releases the water when conditions allow. That storage function is separate from simply making drains bigger.

The wider project includes drain upgrades, river improvements and riverbank protection. A covered reinforced-concrete drain near the medical centre is intended to carry water towards the river. The reported corridor runs from Jalan Stampin Tengah through the Hui Sing and Timberland areas, Iris Garden and The Podium towards Sungai Maong and Stapok.

The target completion date is March 14, 2029, following a 30-month construction period. Existing utilities and ageing water pipes complicate work in this built-up area; mobilisation does not mean the flood protection is already operating.

Recreational use of the pond area when dry is a later possibility. The authorities plan to engage the community after completion; landscaping and a jogging track were examples discussed, not facilities residents can use now.

砂拉越城市规划、土地行政及环境副部长Len Talif Salleh促请各方，在发展计划初期就纳入文化与自然遗产考量，不要等重大决定作出后才处理保护问题。

Heritage assessment should come before major development decisions in Sarawak, rather than after plans have already been settled, Deputy Minister Len Talif Salleh said at a Kuching gathering on Oct 21.

His call places the focus on when a site is assessed, not simply whether its buildings or landscape are discussed later. The assessment he described would identify a site’s heritage value, its significance to the community and the likely effect of a proposed development.

DayakDaily reported his remarks from the Sarawak Public Communication Unit. He was speaking at the ICOMOS gathering at the Borneo Convention Centre Kuching.

Len Talif, the deputy minister responsible for urban planning, land administration and environment, also called for closer work between heritage bodies, planners, environmental institutions, councils, researchers and community leaders.

For owners and communities facing future proposals, the distinction is between considering heritage while choices remain open and trying to protect it only after key decisions. These remarks set out a planning approach; the reported speech did not announce a new statutory approval rule or a specific project restriction.

砂公务员的特别财政援助以2026年11月最后基本薪金计算，数额相等于两个月薪金，并将在今年结束前发放；在砂服务的联邦公务员则是一次性700令吉，安排在2027年首季支付。

两类人员的金额与到账时段不同，不能把“年底前发放”一概套用到联邦人员身上。教师、医护及保安人员等在砂联邦公务员，属于明年首季领取700令吉的一组。

《DayakDaily》报道，砂总理阿邦佐哈里（Abang Johari Tun Openg）10月21日在砂立法议会总结时宣布上述安排。砂公务员援助预计惠及1万9851人，开销约1亿4400万令吉；在砂联邦公务员则预计13万2347人受惠，开销约9300万令吉。

对古晋及全砂相关家庭而言，预算时要分清自己属于哪一组：砂公务员按基本薪金计算，并非把所有薪酬项目直接乘二；联邦人员则是固定700令吉。此次宣布的是发放时段，并没有交代确切入账日。

Sarawak state civil servants are to receive two months of basic salary before the end of 2026, while federal officers serving in the state will get a separate RM700 payment in the first quarter of 2027.

The different payment windows are central to the Oct 21 announcement: the RM700 for federal staff is not scheduled alongside the state-service payment this year.

Premier Abang Johari Tun Openg announced the Special Financial Assistance during his winding-up speech at the Sarawak Legislative Assembly, DayakDaily reported. The state payment will be calculated using the last basic salary for November 2026. It is expected to cover about 19,851 employees and cost RM144 million.

For federal personnel serving in Sarawak, the one-off RM700 assistance is expected to reach about 132,347 people, including teachers, healthcare workers and security personnel, with an estimated allocation of RM93 million.

For households in Kuching and elsewhere in Sarawak, these are two different entitlements and calendars: a salary-based amount for state staff, and a fixed amount for federal staff. The announcement gives broad payment periods, not an exact bank-credit date.

砂拉越部分地区仍须借用邻近测站的数据了解空气状况，联邦政府正研究增加专属空气质量监测站，改善烟霾期间的监测覆盖。

天然资源及环境永续部长亚瑟古律（Arthur Joseph Kurup）10月22日在国会下议院答问时说，这项考虑是针对砂地域辽阔，以及部分地区尚无专属测站的情况。TVS报道，没有专属测站的地方，目前参考最近测站的区域性数据。

因此，邻近地区的读数可以反映区域污染概况，却不等于每个社区都已设站实测。部长提及环境局全国共有68个空气质量监测站，这不是砂拉越单独的测站数量；此次答复也未列出砂新增测站的数目、地点及启用时间。

Sarawak could get more dedicated air-quality monitoring stations under a federal effort to improve coverage, especially during transboundary haze.

Natural Resources and Environmental Sustainability Minister Arthur Joseph Kurup told the Dewan Rakyat on Oct 22 that areas without their own stations currently rely on regional data from the nearest station. For communities outside the existing network, that distinction matters: a nearby reading gives a regional picture, rather than a measurement taken in their own neighbourhood.

TVS reported that the Department of Environment has 68 monitoring stations nationwide. That is the Malaysian total, not the number in Sarawak. The minister did not give a number, location list or installation timetable for additional Sarawak stations in the reported reply.

He also said MetMalaysia had developed MyCMAQ, an air-quality modelling platform able to forecast potential pollution and haze up to five days ahead across Malaysia and Southeast Asia.

The two tools serve different purposes: station readings describe monitored conditions, while MyCMAQ provides an advance indication of what may develop. A five-day forecast is not a guarantee that haze will occur at a particular Kuching address.

砂拉越拨出3万令吉，协助障友接受插花、海报设计、足底按摩及摄影培训，争取代表大马参加2027年在芬兰举行的国际残疾人职业技能竞赛。

这笔款项经砂社会福利局拨给砂拉越障友技能发展协会（Sosda）。培训涵盖4个项目，不等于4个项目的学员都已取得国家代表资格，参赛资格与技能培养仍须分开看待。

妇女、儿童及社区和谐部长花蒂玛阿都拉（Fatimah Abdullah）10月21日在砂州议会大厦的新闻发布会上说明有关支持。《婆罗洲邮报》报道，参与培训的单位包括负责插花的Pretty Petals、指导海报设计的GiatMara Stampin，以及提供摄影指导的Centexs Santubong。

这些古晋一带的培训资源，除了帮助学员争取国际赛资格，也把重点放在就业与自立所需的实际技能，而非只看奖牌成绩。

Sarawak has provided RM30,000 to train people with disabilities in four skills categories as they seek places at the 2027 International Abilympics in Finland.

The grant goes through the Social Welfare Department to the Sarawak OKU Skills Development Association, known as Sosda. It supports training rather than confirming that everyone in the programme has secured a place on Malaysia’s team.

The Borneo Post reported that training covers floral arrangement, poster design, reflexology and photography. Pretty Petals is involved in floral arrangement, GiatMara Stampin in poster design and Centexs Santubong in photography, giving the programme a direct link to skills providers in the Kuching area.

Women, Childhood and Community Wellbeing Development Minister Fatimah Abdullah described the support at a press conference at the Sarawak Legislative Assembly Complex on Oct 21. The emphasis was on skills that can also support employment and independent income, not only competition results.

The association reported that one Sarawak participant had qualified in floral arrangement, while it was working to help others qualify. Training across four categories therefore should not be mistaken for four confirmed national-team entries.

老越两项诊所工程有不同时间表：老越市区第3型健康诊所预计今年12月移交、2027年初运作；瓜拉老越的替代诊所工程则以2028年1月竣工为目标。

卫生部副部长哈妮法（Hanifah Hajar Taib）10月21日在国会下议院答复时说明有关进度。《婆罗洲邮报》报道，老越第3型诊所耗资2950万令吉，预计由砂公共工程局在12月移交卫生部。移交与正式提供服务是两个节点，并非同一个日期。

因此，追踪老越市区诊所的近期进展，应先看12月移交及随后开诊安排；瓜拉老越则是另一项仍在施工、完工目标较后的工程，不能把两所设施的进度混为一谈。

Lawas town’s RM29.5 million Type 3 health clinic is expected to begin operating in early 2027, while the separate RM8.21 million replacement clinic at Kuala Lawas has a January 2028 completion target.

The two schedules describe different facilities. The Lawas clinic is expected to be handed over by Sarawak’s Public Works Department to the Health Ministry this December; a handover target is not the same as an opening date.

Deputy Health Minister Hanifah Hajar Taib outlined the projects in a Dewan Rakyat reply on Oct 21, The Borneo Post reported. The planned additional services at the Lawas facility include radiology, dental care, rehabilitation, physiotherapy and occupational therapy, alongside four staff quarters.

Kuala Lawas is replacing existing clinic infrastructure. Construction began in July 2026, with an 18-month programme and expected completion in January 2028. Its stated facilities include an emergency room, three treatment rooms and four staff quarters.

For families following healthcare access in the district, the immediate milestone is the planned December handover at Lawas, followed by the proposed start of services early next year. Neither that timetable nor Kuala Lawas’s later construction target should be read as confirmation that the new facilities are already open.

古晋周边的三马拉汉录得71点，西连与打必禄各68点，伦乐则与古晋一样为65点。对大古晋居民来说，今早的情况仍是“中等”，不能因为全砂没有不健康测站，就当作本地空气已属良好。

《婆罗洲邮报》引述砂天然资源与环境局的读数，指出全砂指数最低的是老越29点，其次为峇里奥33点及林梦35点。木中84点最高，斯里阿曼则为83点，两处同样属于中等。

空气污染指数0至50点为良好，51至100点为中等。这组数字只反映星期四早上8时的监测情况，并非全天预报，也不代表烟霾已经结束；随后读数仍须按各自的更新时间比较。

Kuching recorded an Air Pollutant Index of 65 at 8am on Oct 22, within the moderate band. None of the 21 Sarawak locations in the morning update was in the unhealthy category.

The Borneo Post’s report of the Natural Resources and Environment Board readings put nearby Samarahan at 71, Serian and Tebedu at 68, and Lundu at 65. These are readings for Thursday morning, not a forecast for the rest of the day.

Only three locations were in the good band: Lawas at 29, Bario at 33 and Limbang at 35. The other 18 were moderate, with Betong recording the highest figure at 84, followed by Sri Aman at 83.

For Kuching readers, the distinction is that local air was moderate, not good, even though all stations were below the unhealthy band. The stated classifications put readings of 0–50 in the good category and 51–100 in moderate.

The 8am snapshot gives a dated reference for comparing later updates; it does not establish that haze has ended or that conditions will remain unchanged.

砂拉越退休公务员将获得一次性500令吉援助，预计约1万零141人受惠。另有一项每人700令吉的特别奖励，给予在砂六个新闻协会登记的私人媒体从业员。

砂总理拿督巴丁宜阿邦佐哈里（Abang Johari Tun Openg）10月21日在砂州议会总结演词中宣布这两项措施。退休公务员援助预计涉及约510万令吉，作为对他们多年服务的肯定。

Retired Sarawak State civil servants are to receive a one-off RM500 payment, with about 10,141 retirees expected to benefit. A separate RM700 incentive has been announced for private media practitioners registered with six media associations in Sarawak.

Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg announced both measures in his Oct 21 winding-up speech at the Sarawak Legislative Assembly. The retirees’ assistance is estimated to cost RM5.1 million and recognises their years of State service.

The media incentive is RM700 per person, but the announced scope is not everyone working in communications or publishing: it refers specifically to private media practitioners registered with the six associations. The report does not name those associations or set out an application procedure.

Neither measure came with a stated payment date in this announcement. For prospective recipients, the confirmed details are the one-off amounts and the groups covered, rather than an immediate credit or a newly opened application window.

砂拉越能源公司的电动船将部署到Batang Ai水库，承担水坝安全检查、环境监测、人员运输及前往浮动太阳能场等任务。10月21日的船只执照与河运准证移交仪式，则在Pangkalan Sapi举行。

Sarawak Energy’s electric boat is headed for operational work at the Batang Ai reservoir, including dam safety inspections, environmental monitoring and transporting personnel.

Transport Minister Dato Sri Lee Kim Shin attended the Oct 21 handover of the Boat Licence and River Transport Permit at Pangkalan Sapi. The solar-supplemented vessel will also support visits to the floating solar farm, according to the announcement reported by DayakDaily.

The 10-metre fibreglass boat has twin 40 kW electric outboard motors, a 92 kWh battery and 3.6 kWp of rooftop solar panels. Its reported operating estimates are 40–50 kilometres of range and roughly three to four hours of use, with a maximum speed of 25 km/h. Registered passenger capacity is 12. These are vessel specifications and estimates, not a published passenger-service timetable.

Lee said range, charging facilities, river conditions, safety and cost-effectiveness would need evaluation before wider adoption. Batang Ai will provide experience with operational reliability, charging and maintenance. The immediate development is a licensed boat for reservoir duties; other electric-vessel applications across Sarawak remain under study.

砂拉越耗资4亿令吉的乡区小型桥梁提升与更换计划，135座桥梁中已有39座完成，另31座正在施工。其余65座仍在招标或合约前阶段。

砂副总理兼基本设施及港口发展部长拿督阿玛道格拉斯（Douglas Uggah Embas）10月21日在砂州议会作出这项进度说明。他列明，17座处于招标阶段，48座处于合约前阶段。

Sarawak has completed 39 of the 135 minor bridges in a RM400 million upgrading and replacement programme, while most of the remaining bridges have yet to reach construction.

Deputy Premier and Minister for Infrastructure and Port Development Datuk Amar Douglas Uggah Embas outlined the position at the Sarawak Legislative Assembly on Oct 21. Another 31 bridges are under construction, 17 are at tender stage and 48 are at the pre-contract stage.

The programme targets rural connections, particularly minor bridges along former logging and timber roads. Its scope is upgrading or replacing those crossings, rather than a single new highway or one large river bridge.

The figures account for all 135 bridges: 39 completed and 96 in the remaining stages. Of those 96, 65 are still at tender or pre-contract stage. That distinction matters for communities waiting for better access: a bridge in the programme is not necessarily already being built. The update does not provide individual crossing locations or a completion date for each of the remaining bridges.
