砂新发两森林碳执照 仍须核证才能交易碳信用

砂拉越新发出的两张森林碳执照，涉及丹绒玛尼、瓜拉拉让及乌鲁巴南共3万1141.2公顷土地。取得执照可推进获批项目，却不等于已经有碳信用可以出售。
10月15日颁发的执照，分别涉及瓜拉拉让伊斯兰慈善信托机构的4788.2公顷项目，以及Shin Yang的2万6353公顷Jalin森林碳区。前者涉及红树林蓝碳，后者着重森林管理与保育。
颁发仪式在古晋州议会大厦举行，实际项目地则在上述地区，不能把仪式地点当作森林碳区的位置。
项目仍须符合碳标准，并通过获认可机构的审定与核证，才可发行或交易碳信用。因此，获批面积与已核证碳量是不同概念，也不能直接换算成已经获得的销售收入。
对相关社区及企业，后续应关注项目边界、法规遵守与核证结果。单凭新执照，并不能认定居民已享有款项分配，或任何投资已经保证回报。
